Catenaa, Monday, May 19, 2025-Ukraine is moving toward establishing a national strategic Bitcoin reserve, collaborating with global crypto giant Binance as government officials finalize a bill to enable the initiative.1
First Deputy Chairman of the Committee on Finance, Tax and Customs Policy Yaroslav Zhelezniak told local media Wednesday that the draft law is nearing submission.
“We will soon submit a draft law from the industry allowing the creation of crypto reserves,” he said.
The proposal, which has drawn widespread attention from the crypto community, would position Ukraine as the first European nation to officially hold Bitcoin as a state asset. Zhelezniak initially hinted at the crypto stockpile in February but offered no specifics until now.
Ukraine has maintained an open stance toward digital assets, even amid its conflict with Russia, attracting more than $225 million in crypto donations from global supporters between 2022 and 2023, according to Crystal Blockchain.
Binance has played a key role in shaping Ukraine’s crypto legal framework and supports the reserve plan, said Kirill Khomyakov, Binance’s head for Central and Eastern Europe, Central Asia, and Africa.
Khomyakov noted that the legislation will require significant changes and the process may take time.
The reserve aims to bolster financial stability and act as a hedge against fiat currency volatility amid ongoing economic challenges. It also seeks to enhance Ukraine’s reputation as a crypto-friendly hub to attract future investment.
Similar efforts are underway globally. The U.S. plans a Strategic Bitcoin Reserve with assets from forfeiture proceedings, while Brazil and Sweden consider integrating Bitcoin into their national financial strategies.
