Catenaa, Thursday, July 17, 2025- The U.S. House of Representatives narrowly voted Wednesday to advance the controversial GENIUS Act and the Digital Asset Market Clarity Act, clearing a path for formal votes on legislation that could dramatically reshape crypto regulation in the United States.

In a 215-211 vote, the Republican-led House agreed to move forward on the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act, which would create the first federal framework for stablecoins.

The bill has already passed the Senate and could reach President Donald Trump’s desk by the end of the week.

Lawmakers also gave green light for a debate on the Clarity Act, aimed at establishing a comprehensive regulatory structure for digital assets by defining jurisdiction between the Securities and Exchange Commission and the Commodity Futures Trading Commission.

No Democrats supported the procedural vote.

House Financial Services Committee Ranking Member Maxine Waters (D-Calif.) condemned the bills as “two of the most dangerous pieces of legislation,” accusing Republicans of enabling “Trump’s full-scale crypto con.”

Tensions escalated over central bank digital currency (CBDC) provisions. Rep. Marjorie Taylor Greene (R-Ga.), initially opposed to GENIUS due to CBDC concerns, reversed her stance after GOP leaders promised to add anti-CBDC language to the Clarity Act.

Still, a second procedural vote stalled later in the day as conservatives demanded stricter guarantees on banning CBDCs.

President Trump had earlier claimed victory after key lawmakers signaled support, but intra-party disagreements have left the final outcome in flux.

Next steps include full House votes on the bills, followed by Senate consideration for Clarity and the anti-CBDC bill. GENIUS awaits only presidential approval.
