This would increase transparency and accountability in government spending.
Aquino made the announcement Wednesday at the Manila Tech Summit, where he said he intends to file the bill in the coming weeks.
“Blockchain-based budgeting could make every peso transparent and accountable,” Aquino said in a Facebook post summarizing his remarks.
He acknowledged that support for the measure remains uncertain but highlighted its potential to make government transactions fully traceable.
The proposal follows the Department of Budget and Management’s recent launch of a blockchain-based document validation system on Polygon. The system is intended to combat falsified records and AI-generated deepfakes in official government documents, though it is unclear if Aquino’s measure would be linked to the initiative.
Governments worldwide are exploring blockchain applications for public sector operations.
Aquino’s proposal arrives alongside other Philippine blockchain initiatives, such as Congressman Miguel Luis Villafuerte’s bill to establish a strategic bitcoin reserve aimed at accumulating 10,000 BTC over five years.
If passed, Aquino’s legislation could make the Philippines the first country to record its entire national budget on blockchain, signaling a major step toward integrating decentralized technologies in public finance management.
