Arizona Passes Bitcoin Reserve Bill, Eyes Approval

Catenaa, Wednesday, April 30, 2025-Arizona lawmakers passed a bill Monday that would allow the state to invest public funds in Bitcoin, positioning it to become the first state in the U.S. to legally mandate cryptocurrency reserves if the measure is signed into law.

The Arizona Strategic Bitcoin Reserve Act cleared both chambers of the state legislature and now heads to Democratic Gov. Katie Hobbs for approval. If enacted, it would authorize the state treasurer and the Arizona State Retirement System to allocate up to 10% of available funds into Bitcoin and other digital assets.

The bill, introduced by Republican Sen. Wendy Rogers and Rep. Jeff Weninger, is part of a growing trend among states exploring the integration of digital assets into public financial management. “This bill represents an emerging approach by a state government to integrate cryptocurrency into public financial management,” the bill text reads.

Arizona is the latest in a line of states considering similar moves. Lawmakers in Iowa, Missouri and Texas are reviewing proposals to establish their own strategic Bitcoin reserves. Federally, President Donald Trump signed an executive order in March directing the creation of a national digital asset stockpile.

Supporters argue the measure reflects the increasing mainstream acceptance of Bitcoin, which some major investment firms now recommend in small allocations. In December, BlackRock advised investors to hold 1% to 2% of their portfolios in Bitcoin, while Fidelity recommended 2% to 5%.

If signed into law, Arizona would break new ground in formally treating Bitcoin as a reserve asset alongside more traditional financial instruments.
